Why promo funds stay locked, and where it was written
The story hardly changes: a player accepts a promotion at Rizk, plays for a while and believes their part is done, yet the balance will not move. Behind it there is almost never a trick or a system glitch. Far more often it is one line in the rules that was there from the start, but nobody paused on it.

Turnover can be achieved and the list of games can be respected, but an expired period does not come back. That is why a promotion matters when a week or two of regular play lies ahead, not on the eve of a trip. Whoever takes it in passing, gets halfway and goes back a month later finds the same state as in the question above.
